Jeff practices in the areas of health care law and employee benefits. Jeff is listed in The Best Lawyers in America in both of those areas.

Health Care Law. In his health care law practice, Jeff works with health care providers and facilities of all types and sizes in matters such as regulatory compliance, corporate governance, fraud and abuse, and business transactions. Jeff regularly advises clients on the numerous laws and regulations affecting health care providers, including the Stark law, the anti-kickback statute, Medicare, Medicaid and HIPAA. Jeff has helped clients:

  • establish ambulatory surgery centers,
  • operate imaging centers,
  • form and dissolve group practices,
  • buy and sell practices,
  • negotiate employment and shareholder agreements,
  • establish and implement compliance plans,
  • negotiate contracts with hospitals, health plans, health care providers and vendors, and
  • qualify as health care service contractors.

Employee Benefits. In his employee benefits practice, Jeff works with employers of all sizes to design and implement retirement and welfare benefit plans, including 401(k) plans, executive compensation plans, cafeteria plans, self-insured major medical plans, HRAs and HSAs.

Among other things, Jeff:

  • designs and drafts appropriate plans to help employers accomplish their goals,
  • helps employers operate their plans in accordance with their plan documents, and correct operational errors should they arise, and
  • reviews plans drafted by banks, investment advisors and other institutions.

Jeff is a member of the American Health Lawyers Association, past president of the Eugene-Springfield Tax Association, and past treasurer of the City Club of Eugene.

Jeff was born in Chicago and raised in Eugene. He worked as a software engineer before obtaining a law degree from the University of Texas, where he was an associate editor of the Texas Law Review. Jeff joined Hershner Hunter in 1996 after serving as a judicial clerk for the U.S. Court of Appeals for the Fifth Circuit. He is married with two children. Jeff serves on the board of the local Head Start program and synagogue. He plays various sports, bikes and hikes.
