Originally from Chicago, Jeff was raised in Eugene. He worked as a software engineer before returning to the University of Texas for his law degree, where he was an associate editor of the Texas Law Review. Jeff joined Hershner Hunter in 1996 after serving as a judicial clerk with the U.S. Court of Appeals for the Fifth Circuit.
In his health care law practice, Jeff provides legal services to health care providers of all types and sizes, from individual providers to large multi-specialty groups with hundreds of employees. Jeff regularly advises clients on the numerous laws and regulations affecting health care, including Stark, the anti-kickback statute, Medicare and Medicaid, and HIPAA. Jeff has helped clients establish ambulatory surgery centers, qualify as health care service contractors, form and dissolve group practices, and negotiate employment and shareholder agreements.
In his employee benefits practice, Jeff works with employers of all sizes to design and implement retirement and welfare benefit plans, including 401(k) plans, executive compensation plans, cafeteria plans, HRAs and HSAs.
Jeff is a member of the American Health Lawyers Association, past president of the Eugene-Springfield Tax Association, and has served as treasurer of the City Club of Eugene.
